Ming Louie is widely regarded as one of the world’s
most successful strategists of market development in Asia for the
wireless and semiconductor industries. Mr. Louie possesses in-depth
knowledge of a multitude of wireless, satellite and fixed
telecommunications technologies, including data and voice networks,
circuit and packet switching and various mobile communications
standards. His professional experience also includes extensive
project management involving more than $3 Billion. As an
internationally recognized expert in high technology industries, Mr.
Louie has recently focused on advising clients on public policy
matters affecting their interests in Asia. Exercising a keen
understanding of the important cultural differences between Asian
and domestic interests, he has been persuasive for his clients and
constituencies at the highest level of authorities of various Asian
government ministries. Mr. Louie’s long-term relationships with the
leaders and policy-makers of these important international agencies
were built on a foundation of mutual trust established almost two
decades ago, enabling him to identify and capitalize on important
strategic business opportunities for clients.
Mr. Louie, who has headed
Dynasty’s communications and information technology practice since
November 2001, has expanded Dynasty’s services to include public
policy and strategy services to domestic and European companies
seeking to establish a presence in China and other parts of Asia.
With critical issues ranging from Intellectual Property Protection
to Internet Security facing the Chinese government and foreign
entities alike, Mr. Louie has guided clients in successfully
navigating the complex environment that often awaits in Asia.
While based in Beijing, Mr.
Louie also served as the China President of the
GSM Association,
whose members include more than 650 wireless communication operators
(including Vodafone, China Mobile, NTT DoCoMo and China Unicom) and
more than 200 manufacturers (such as Nokia, Siemens, Ericsson,
Microsoft and Intel). As President, Mr. Louie reported to a
Global Board of Directors representing, among others, Hutchison
Whampoa Group, T-Mobile and SingTel Mobile. During his Presidency,
Mr. Louie established the strategic alliance between previously
conflicting standards involving GSM/WCDMA and TD-SCDMA, successfully
coordinating the disparate interests of the Association’s Asian,
European and U.S. members. Mr. Louie formulated and implemented the
plan to establish GSM/WCDMA as the national standard in China for
the 3G market, developing and enjoying very strong personal and
professional relationships with senior management of many of the
Association’s member companies.
Additionally, Mr. Louie
continued to grow his long-standing and trustworthy relationships
with high level officials of the Chinese government, as well as with
Chief Executive Officers of many of China’s major industries and
opinion leaders and editors of China’s media. For example, Mr.
Louie’s extensive network of relationships includes personal and
professional relations with China’s ministers of (i) the Ministry of
Information Industry (which oversees all information industries,
including telecommunications, internet and telecommunication
equipment and integrated circuit manufacturers), (ii) the State
Commission of Development and Reform (which oversees China’s overall
economic development) (iii) the Commission of Science and Technology
for National Development (which manages all projects related to
aerospace and national defense) and (iv) the State Administration of
Radio, Film and Television (which overseas industrial entertainment
industries).
Prior to joining Dynasty, Mr.
Louie served as the President of
Qualcomm Greater China, that company’s East Asian subsidiary
which also encompasses the Taiwan and Hong Kong markets. Prior to
Mr. Louie’s appointment, Qualcomm’s efforts to penetrate the world’s
largest mobile communications market had been ineffective. Mr. Louie
was responsible for enabling Qualcomm to gain acceptance and
penetration of its technology in the world’s largest market (a
market it had previously failed to pierce), by creating a successful
strategy to ameliorate the historically strained relationships
between Qualcomm’s senior management and various ministers of the
Chinese government.
Within one year of taking
office, Mr. Louie was responsible for the adoption of the CDMA
standard by both the Chinese government and China Unicom, the
country’s second largest telecommunications company with over 100
million subscribers, where he successfully conducted and negotiated
all agreements on behalf of Qualcomm. With the establishment of that
standard, Mr. Louie was able to secure more than $2.2 Billion in
CDMA contracts for Qualcomm with the attending future multi-million
dollar royalty streams. Mr. Louie also identified key technologies
and new investment opportunities for the $1 Billion Qualcomm Venture
Fund and, with an initial investment of $10 Million, established the
Qualcomm CDMA Research and Development Center to develop strategic
relationships with leading local IT companies.
Prior to being recruited to join
Qualcomm, Mr. Louie was the Founder and Chief Systems Architect for
Globalstar, where he
designed the space and ground segments of this revolutionary
constellation of 48 low earth orbiting (LEO) satellites connected to
form the world’s first satellite-based personal communications
system. Mr. Louie’s contribution to Globalstar is described in a
chapter of the highly acclaimed Telecosm whose author, the
renowned futurist, George Gilder,
acknowledged Mr. Louie as the “real hero” of Globalstar.
As a senior officer of
Globalstar and its majority stockholder,
Loral Space & Communications Ltd.,
Mr. Louie was instrumental in the raising of $4 Billion through
private equity and public and debt financing to implement the
system. As part of his responsibilities, he identified and forged
strategic partnerships with international governments and global
telecommunications companies, including
Alcatel, AirTouch (now
Vodafone), France Telecom,
China Telecom and Chunghwa Telecom and closed a $35 Million equity
financing by China Telecom in Globalstar. In completing the system’s
implementation of service, Mr. Louie also oversaw the establishment
of successful satellite operations working closely with the Chinese
Ministry of Telecommunications. As Loral’s chief Asian strategist,
Mr. Louie also successfully opened the China market for Loral,
closing transactions in that region valued at more than $500
Million, including a $200 Million satellite contract from CHINASAT.
Mr. Louie began his career as an
engineer with GE and subsequently held senior positions with GTE and
Ford. Mr. Louie is also the co-founder of Mobile Radius, a Silicon
Valley based software solutions company in the mobile internet arena
that was funded by several prominent venture capitalists, including
Acer Technology Ventures and Acorn Campus.
Since 2003, Mr. Louie has served
as a Member of the Board of Mindspeed Technology Inc. (NASDAQ NM:
MSPD), a world leader in networking integrated circuit solutions
for communications applications in enterprise, access, metropolitan
and wide area networks.
Mr. Louie is a published
authority on a vast array of technical and policy matters. His
commentary has appeared in numerous international technical journals
and financial publications, including China’s leading financial
newspaper, First Financial Daily and IT Times Magazine. He is a
frequent speaker at industry seminars and conferences, including the
Pacific Telecommunications Conference, the China-EU Business Summit
and China Mobile’s 3G Summit.
Mr. Louie is a graduate of the
Polytechnic University of New York, holds an MSEE from Princeton
University and an MBA from Drexel University. He speaks multiple
Chinese dialects, including Mandarin and Cantonese. |
