John S. Fischer is an expert on the corporate development, regulatory, legal and transactional matters unique to the global telecommunications industry. Prior to joining Dynasty, Mr. Fischer was Managing Partner of the Telecoms practice of Logica Consulting. Based in Brussels for over five years, Mr. Fischer managed a broad range of telecommunications projects in 16 different countries including managing due diligence processes in connection with transactions in the Netherlands, the Czech Republic, Israel, Poland, and Russia. He was extensively involved in the development of business and marketing plans for 2G, 3G, mobile virtual network operator (MVNO) and wireless LAN operators.

Mr. Fischer’s professional experience also includes having served as General Counsel and Director of Business Development of LCC International, Inc., one of the world's leading wireless communications engineering companies for more than five years. Mr. Fischer structured and negotiated over $100 million in debt and equity financing for LCC, including a minority investment by The Carlyle Group, a Washington, D.C.-based investment firm. He also negotiated software licenses, hardware sales contracts and other commercial agreements with LCC customers in 20 countries around the world.

Mr. Fischer holds undergraduate degrees from Stanford University (Phi Beta Kappa) and Juris Doctor (Law Review) and MBA degrees from the University of California at Los Angeles. He is a member of the California Bar.
