On behalf of the Institut Luxembourgeois de Régulation (the ILR, the national telecom regulator in Luxembourg), John Fischer, Managing Director of Dynasty’s Denver office, led a team that in the spring evaluated the three bids submitted for 3G licenses in Luxembourg. The team evaluated all aspects of the applicants’ bids, including their marketing, technical and financial plans for the 3G business. The team’s recommendations to the ILR were accepted and implemented.

In addition, Mr. Fischer recently completed a major project involving the development of 3G corporate service propositions for a Japanese mobile operator. Working at the client’s premises in Tokyo, Mr. Fischer conducted a detailed assessment of the status of 3G rollout in Japan, including which 3G strategies have succeeded and which have failed. He then developed and delivered a variety of 3G service concepts to be adopted by the operator.
